The system of governance in the One Piece world is split as such:

 

The Celestial Government is at the top and it governs the world government as well as the 20 kingdoms through the Elders. The fleet admiral, Seven sea lords and admirals work for the world government and as such the gorosei. This movie explores this system, it focuses on a former admiral who lost his trust in the world government after he lost his crew in a battle with pirates in the past who later was offered the seven sea lord position questioning the morals of this government whilst harboring a heavy resentments towards all pirates. Captain Z  has created a new army of former soldiers who launch an initiative to create a new face of justice("Neo Mairnes"), whilst on the run from the admirals who seek to put to a stop to Z, they come across the straw hats and this causes a clash of ideals all the while Z has a secret plan that threatens the world government.
